Applying for certain Social Security benefits now means proving your identity either online through a personal my Social Security account or in person at a field office. The Social Security Administration announced the tightened identity-proofing rules on March 18, 2025, and confirmed on March 26, 2025 that the in-person requirement took effect April 14, 2025, per the agency's press releases. Telephone claims without identity proofing were largely ended for the affected services.

What changed?

Before the change, many claimants could complete transactions by phone without proving identity to a modern digital standard. Under the new policy, claimants for certain benefits must either complete digital identity proofing through their my Social Security account or visit a field office with original documents. The April 14 date applied to people unable to use their personal account for the covered services. The agency framed the change as an anti-fraud measure; critics pointed to the added travel burden on people in rural areas and those with limited mobility.

Not everything moved. The change did not affect people applying for SSI or SSDI only, or Medicare recipients, and many routine services remain available by phone and online as before.

Who is affected?

Primarily new applicants for the covered benefits and people making certain account changes who cannot use a verified my Social Security account. If you can create the account and pass digital identity verification, you can finish most transactions online without a trip. If you cannot, expect to schedule a field office appointment by calling the agency's national number, 1-800-772-1213, and to bring original documents rather than photocopies.

Set up a my Social Security account at ssa.gov before you need to file a claim, since digital verification is the fastest path and doing it early avoids a rushed office visit. If you must go in person, call ahead for an appointment, check which documents count as proof, and carry originals. Local field office wait times can be long, so arriving without an appointment is the least reliable option.
