Public programs are judged here by what reaches the person at the counter. The writing is analysis and explanation, and it generally begins with a document: a regulation, an inspector general report, a budget line, a procurement contract, or a dataset obtained on request. An announcement is not treated as delivery. A program launch gets revisited months later to see whether the caseload moved. Partisan framing is avoided, no candidate is endorsed, and disagreements are described by what each side actually filed. Statistics arrive with their denominators.
